Corruption in Decatur County Public Housing

Decatur County, TN is known for the widespread and blatant corruption running rife through its public offices. Much of this has been allowed to run free for so long specifically because those in power are all interrelated and refuse to cooperate; it is not easy to challenge corruption when you have to fight literally everyone in command to get the records and evidence you need to prove it.

But sometimes, things happen which will never be reported in the mainstream papers and for which even the real "proof" would seem innocuous, were it not for the fact that an eyewitness can add the backstory to cement the allegations.

Recently, the Parsons-Decaturville Housing Authority (PDHA), under the authority of Charlene Armstrong, approved the upgrade of several units' windows. The new units are weather-proofed, energy-saving windows, which will trap heat and cool air inside as well as reduce sunlight, saving the resident hundreds of dollars per year on utilities.

The only units approved for this upgrade are those used by maintenance!

One of the approved units is the on-site maintenance man's apartment, where he lives with his new wife, who is a convicted felon and is technically not allowed to live in federal housing. Another is the unit he recently moved from (which, though empty now, is said to already have an occupant ready to move in). The other unit used to be the grounds' laundromat, but has been turned into maintenance storage.

Not only does the Decaturville branch of the PDHA have no on-site laundromat - a real blow to those who live in single-apartments without hook-ups for washer/dryers, as well as those who cannot afford them (this is public housing, after all - many of the residents are on fixed incomes and/or live well below the poverty line, as that is one of the prerequisites for renting!) - but the maintenance storage facility now has energy-saving windows, while the tenants do not!

Charlene Armstrong angrily insisted "[She] gives no preferential treatment to any resident

," and hung-up without discussing the matter further.

Calls to her HUD superior in Memphis, TN were not returned.
